Flagstaff Urban Trail System (FUTS) Signage Project
This was a request to change the work order with the contractor for an already approved project. It adds 80 signs to the project. I have a real problem with adding 80 new signs that were not in the original request for proposal (RFP). I think it sets a bad precedent for the RFP process. I MOVED TO ACCEPT THIS CHANGE ORDER MINUS THE 80 NEW SIGNS.
Council decided to postpone this vote for 2 weeks to get some more information.

AGREEMENT TO EXTEND BEULAH & REALIGN UNIVERSITY AVE
This is a complex agreement with the end intention to realign University and extend Beulah. It also includes ADOT taking over the Harkin’s theater with Vintage partners remodeling it for their needs and Vintage building a new Harkin’s at the Mall.
I’m excited about this project. This represents an opportunity to relieve some traffic on Milton and redevelop some properties that are in need of re-development.
ANNEXATION OF PROPERTY ON WEST RT. 66
Annexation of 3.14 Acres at Woody Mountain and West 66
Aspen Heights has pulled out of this project. This was not a rezone request and HAD NOTHING TO DO WITH A STUDENT HOUSING PROJECT!
A court appointed receiver was assigned to this property in 2009 due to a bankrupt entity. The Deputy receiver asked that the portion of the property that is in the County, 3.14 acres, be annexed into the City. The total property size is 37 acres. This property is in receivership. The receiver asked for the annexation to bring the property completely under City jurisdiction.
This ultimately failed 3-3. I cannot understand denying this annexation. This IS NOT ASPEN HEIGHTS. This is simply bringing the entire property completely into the City. The vast majority is already in the City. Why wouldn’t we want to completely bring this property into the City so that it is under the City’s zoning code, not the County’s? THIS WAS NOT A ZONING CHANGE!
Further, I am perplexed as to why my request to postpone this decision to allow staff time to clarify some details and to also allow Councilwoman Karla Brewster to be present FAILED 4-2.
Karla was excused tonight because she’s in the hospital and will be released tomorrow. This perplexes me even further since one of my colleagues, Councilwoman Celia Barotz just a couple of weeks ago requested a two week delay on the final vote of the sign code so that she could have time to go out to dinner with visiting family. Councilwoman Brewster and a majority of Council granted Councilwoman Barotz request to postpone that vote for personal reasons. I think it would have been kind to return that gesture to Councilwoman Brewster considering the situation. Not so.

ANNEXATION OF PROPERTY ON WEST RT. 66
This was another request for a parcel of land to be annexed into the City for the purpose of providing City utilities. Unlike the evenings earlier request to annex 3.14 acres for another parcel very close to this one, this 6 acre request passed. Interestingly inconsistent.
PURCHASE OF $460,000 FIRE TRUCK
I agreed to this purchase because the truck it’s replacing has reached the end of its useful life and this was budgeted. I tasked staff to look at other purchase options in the future such as used rebuilt trucks with an extended warranty. We should also look at lease options. Can we get more bang for the tax payers buck through other options? We should at least look into this.
Consider an amendment to extend an IGA with the Lockett Ranches Fire District for Fire/Medical/Rescue Services (Amend IGA with Locket Ranches Fire District to extend the term).
Council authorized the City of Flagstaff to enter into an IGA to fund a Regional Training Coordinator (RTC) for fire department training (Approve IGA for Fire Department Regional Training Coordinator).
I MADE TWO FUTURE AGENDA REQUESTS with the intent to increase participation in the public process.
1. Change to personnel policy.
Consider removing prohibition on city employees being able to stay employed while running for public office (except city office).
2. VIDEO COMMITTEE/COMMISSION MEETINGS WHEN POSSIBLE
