Grant application to the U.S.Department of Justice, FY 2015 Edward Byrne Memorial Justice Assistance Grant in the amount of $20,749 to pay for Police Staff Overtime and Crisis Intervention Training for the Coconino County Sheriff’s Department and authorizing the acceptance upon award of the grant agreement.

Between the Cityof Flagstaff and Coconino County (County) for submission of a grant application and approval upon award to the U.S. Department of Justice, FY 2015 Edward Byrne Memorial Justice Assistance (JAG) Grant.

ITEM 10C
Minor revisions to the city code. 
1. Provide an efficient process for correcting the Regional/General Plan;
2. Repeal regulations of Lake Mary because the City lacks jurisdiction;
3. Allow the Clerk to format and make technical corrections to the City Code;
4. Repeal provisions regulating damage to public ways because Arizona statutes are sufficient; and
5. Provide a penalty for unlawful parking in a municipal lot or parking contrary to signs or regulations.

ITEM 10D
Intergovernmental Agreement (IGA) with the Arizona Department of Revenue for Uniform Transaction Privilege (Sales) Tax Administration. (IGA for UniformSales Tax Administration). The state is taking over collection of sales tax. This is mandated by the legislature.

Intergovernmental Agreement (IGA) with the State Office of Manufactured Housing. (IGA for the City of Flagstaff to perform set-up inspections)

2015-16 BUDGET PASSES
A very good budget passes without a property tax increase and only a 1.5% increase year over year. Some of the high points.  
-POLICE BROUGHT TO MARKET PAY
-2% EMPLOYEE PAY RAISE
-DISPATCH PAY INCREASE
-OVER $10,000,000 IN ROAD REPAIRS
-WASH IMPROVEMENTS
-NEW HEART MONITORS FOR FIRE DEPT.

ITEM 15A
PROPERTY TAX LEVY
For the 4th year in a row the city portion of the property tax levy will remain flat. What the city collected last year it will collect this year, about $5.5 million. I’m a firm believer in low property taxes and keeping the tax payers money in their hands. 
PASSED 6-1 with Putzova opposing

ITEM 15B
A Resolution of the Council of the City ofFlagstaff, Arizona, stating its support for the development of U.S. Bicycle Route 66. 
PASSED 7-0

ITEM 15C
NOVEMBER BALLOT QUESTIONS
#1 City manager can call special meetings.
#2 Allows city council to set regulations for staff hearings regarding layoffs, suspension, demotion or termination. This goes into effect if #3 below passes. Myself, Evans & Putzova opposed
#3 Takes the authority away from council regarding employee manual/regulations. Myself, Evans & Putzova opposed. 
#4 Elections to be fall of even years. 
#5 Elections to be spring of odd years. Opposed by Evans, Putzova, Barotz opposed. 
#6 Adjusts the charter to reflect the outcome of whichever of 3&4 above gets the most votes. 
#7 Citizen petitions require 25 signatures. They currently only require 1. Opposed by Evans, Putzova, Barotz opposed. 
#8 Raise the amount staff can spend without going to council on procurements etc from $50,000 to $100,000. Opposed by myself and Overton. 

The Mayor floated term limits of 8 total years but this failed 5-2 with the mayor and I supporting it. 

The final vote to forward all 8 questions to the voters passed 4-3 with Evans, Barotz and Putzova opposed. While I did not support 3 of the items I did not want to hold up the other questions. Let the voters decide.
