SOFTWARE UPDATES AND CONTRACTS
$583,000. Yes, a crazy high number but there are thousands of computers, systems, etc that help the City function. Have to update them.
BACKUP GENERATOR FOR WATER WELL
A proposal to purchase a 2nd backup diesel generator was postponed by 2 weeks so that staff can present more information. A request for a generator was made in the event of a 100% power failure in Flagstaff. Apparently, if we had a 100% outage we only have about 1.8 days of water available. The proposed generator would extend this to 5 days. Myself and several of my colleagues posed several questions. Can we rent one in the event of an outage? Does APS have a loaner generator? What is the likely hood of a 100% outage? I’m aware of the risks but lets look at likely hood of risk, cost involved and benifit. I’m not particualrly thrilled we would only have 5 days with another generator and 1.8 days is not good either.

NACET LEASE AGREEMENTS
Amend the existing master leases and service agreement with NACET for theservice provided to the Business Incubator and Accelerator; both city owned facilities on McMillanMesa.
AGREEMENT FLAG FD AND WESTWOOD FIRE DISTRICT
This is for the City of Flagstaff Fire Department to provide fire service outside the City for the Westwood Fire District. They pay the City of Flagstaff about $60,000 per year for this service.
FEDERAL GRANT STREETS MAINTENANCE/OPERATIONS STUDY
$197,000 federal grant to look at the city’s operations and maintenance on our street paving, street sweeping, snowplowing, etc, etc, operations. This will be a 17 month study to find improvements. I hesitantly supported this after the recommendation of our streets staff that they are confident they will find efficiencies. Translated, we will save much more than the $200,000 study costs. Event though this is a Federal grant, it’s still our tax dollars.
FEDERAL GRANT FROM FAA FOR AIRPORT
Grant comes mostly from user fees and charges to aviation facilities and business. This is a $3.6 billion dollar FAA program. We will get an airport master plan out of this to plot the future of our airport. This is also often critical in future project approvals, grants, etc at the airport.
EMPLOYEE HANDBOOK AMENDMENT
City Council discussed the Ordinance and proposed changes during the July 21, 2015 Council meeting. As a result of that discussion, the Ordinance was tabled. Staff, in consultation with the City Attorney’s Office determined that the simplest and most clear way to handle the change in policy is to amend the Employee Handbook and Flagstaff City Code to point to the NAPEBT policy adopted in theNAPEBT Administrative Manual.
