RULE OF FOUR
Council voted to change our rules of procedure to require four councilmembers instead of three to move an agenda item forward. Passes and takes effect immediately. 
PASSED 4-3 with Barotz, Evans and Putzova opposed.

2016 LEGISLATIVE PRIORITIES
Final wording on Legislative priorities were approved by Council. At the top of the list is lobbying for support and funding for a Veterans Home in Flagstaff. PASSED 7-0


IGA BETWEEN FLAGSTAFF FIRE AND SUMMIT FIRE
Summit Fire Department will pay flagstaff about $75k a year and our chief will become chief of the combined department. Flag will send over one of our firefighters to become deputy (day to day operations) of Summit. I voted against this. Numbers just didn’t pencil out for me and I have concerns about increased workload and commitment of our fire department.

LIQUOR LICENSE
The Mayor Restaurant, 409 S. San Francisco.
I made the motion to RECOMMENDED FOR APPROVAL. Police found nothing negative and no one from the public made any comment.
PASSED 5-2 with Barotz and Evans opposed. 

UTILITIES SUPPLY PURCHASE
Consideration and Approval of Sole Source Purchase: Utilities Industrial Grade Water Work Supplies (Approve purchase from HD Supply, Inc. in an amount up to $379,418).
Approve the purchase of utilities industrial grade water works suppliesfrom HD Suppply

FUNDING OF PROGRAMS
Coconino Coalition for Children, and Youth Program (about $250,000), Flagstaff Unified School District and the City of Flagstaff for the FACTS After School Program (about $20,000)

EARTH DAY STREET CLOSURE
Approve the street closure at Aspen Avenue between San Francisco Street and Leroux Street on Saturday, April 23, 2016 from 7:00 am – 5:30 pm. PASSED 7-0


NEW YEARS EVE STREET CLOSURE

Approve the street closure at Aspen Avenue (between San Francisco Street and Beaver Street) and Leroux Street (between Route 66 and Birch Avenue) on December 31, 2015 at 8:00 pm to January 1, 2016 at 2:00 am. PASSED 7-0



COUNCIL CERTIFIED THE NOVEMBER 3rd ELECTION RESULTS
6745 voted, 23.66% voter turnout.
145 ballots rejected.
4 of the 7 ballot questions passed.
#1 City Manager Can Call Special Meetings PASSED
#2 Personnel Rules Amended by Staff Not Council FAILED
#3 Candidate Elections Held In Fall Even Years PASSED
#4 Candidate Elections Held In Spring of Odd Years FAILED
#5 Adjust the Charter to Reflect #3 or #4 above PASSED
#6 Citizens Petitions Increase From 1 to 25 Signatures PASSED
#7 Staff Can Spend $100,000 vs $50,000 W/O Going to Council FAILED. PASSED 7-0



CEMETERY FEE INCREASE
Cemetery Fees Increased by 10%
PASSED 5-2 with Oravits and Overton opposing.
PUBLIC WORKS MAINTENANCE FACILITY
Annexation, zoning change and minor regional plan amendment for the new maintenance facility on West Rt. 66. Request for proposals for a contractor are currently out and the bid process has begun.
PASSED 7-0



SUBDIVISION APPROVAL
Request from Mogollon Engineering and Surveying Inc., on behalf of True Life Communities PCAZ, for the subdivision of approximately 19.20 acres into 32-single-family residential lots located at 2705 E. Telluride Drive, within the Single-Family Residential (R1) Zone
PASSED 7-0



WATER RATES
Council continues water rate discussion. Decision made not to tier rates for commercial potable rates. More discussion in December.
