Community Meetings, Sunday Library Added, Council Votes


COMMUNITY MEETINGS CONTINUE
Over the past several months I have co-hosted 11 community meetings throughout Flagstaff.  I’ve learned a lot at these meetings and have brought forward several initiatives as a result, including improved traffic and safety enhancements in several areas of our community.  In fact, traffic and safety have been one of the most commented areas of concern for residents of Flagstaff.  I look forward to continuing these community meetings to understand the needs of Flagstaff residents.

1st TIME in over a DECADE, LIBRARY OPEN ON SUNDAYS!

By a 4-3 vote, Nabours, Brewster, Oravits & Overton voted YES, passing the budget that added back Sunday hours at the library! I’m very proud of the work we did on the budget this year.

CITY COUNCIL MEETING NOTES
City Council Meeting October 4, 2016

Airport Commission Appointments
Two appointments made including Mary Lou Hagen, an existing member and Allen Turner a new applicant.

9A FAA Drainage Study
A drainage system study was done prior to the lengthening of the runway in 2008. There are currently projects planned on airport, such as new hangar tenant projects, and off airport, such as the extension of JW Powell to Lake Mary Road, that could influence the existing storm water runoff from the airport. This study will assist in preparing for these as well as any changes that may have occurred since the 2008 runway project.  The FAA is paying for $315,000 of the $350,000 study.

9B Cooperative Law Enforcement Agreement 
Agreement for City of Flagstaff to provide dispatch services to the National Forest Service for the areas immediately around Flagstaff.  The forest service will pay Flagstaff $5,000 per year for this service.

10A Board and Commissions Manual Update
Various editing and clean up items were addressed.
Quasi-Judicial Hearing section was added.
Clarification of seated commissioners applying for service on another board or commission. 
Update of the training sections to now include the online training opportunities.
Removal of the Rules of Procedure section; this has been replaced with Appendix C (Rules of Procedure for the Flagstaff City Council).
Addition of the Council appointment process.

10B Accept Deeds
Acceptance of specific deeds of real property.  Council accepted quite a few easements, very small parcels,  rights of way, etc.  These are generally little parcels or unusable parcels that will now be City owned land.

14A Regional Plan Amendments Discussion/Public Hearing
Continued public hearing on regional plan amendments.  Council is going through this section by section every week.
NO VOTE, DISCUSSION ONLY
 
15A Fire Code Adoption
On September 20th, Council voted 5-2 to adopt the 2012 Fire Code.  I voted against the first read because I needed further information and clarification on the new requirement for leak detention systems on bulk carbon dioxide storage systems.  These are the systems that carbonate soft drinks.  During the first read it was unclear of the impact of the new code on CO2 systems in general but it turns out that the older single 50lb CO2 systems do not apply to the new detection system requirements.  I also had concerns over the new requirement for larger cut-de-sacs.  Turns out this requirement is actually a mandate from the state that we cannot avoid.  With this new information I voted yes on adopting the new code.

F.A.I.R. ITEMS
Future Agenda Item Request (F.A.I.R.): A request by Councilmember Evans to place on a future agenda a discussion regarding the issue of Recreational Vehicle (RV) parking.
I agreed to move this forward as did a minimum of 4 members.
 
Future Agenda Item Request (F.A.I.R.): A request by Councilmember Evans to place on a future agenda a discussion regarding the flooding issues at Wildwood Hills and Kit Carson Trailer Park.
I agreed to move this forward as did a minimum of 4 members.
 
Future Agenda Item Request (F.A.I.R.): A request by Councilmember Putzova and a Citizen Petition to place on a future agenda a discussion regarding a resolution of support for the Standing Rock Sioux re the Dakota Access Pipeline.
I did not agree to move this forward and it did not receive a minimum of 4 members support.
